The reasons for refusal to enroll in school can be a lack of knowledge of at least one of 2 languages at a sufficient level: Russian or English. Or the unwillingness of the student to learn.

Мы будем проводить вступительные испытания - не с целью отсеивания учеников, а с целью определения их уровня. Причинами отказа в зачислении в школу может быть незнание на достаточном уровне хотя бы одного из 2-х языков: русского или английского. Или нежелание самого ученика учиться.
